The Administrative Procedure Act, adopted by the National Assembly on 29 March 2006, Prom. in SG issue 30 of 11 April 2006, is continuing the reform in the administrative justice. Based on the code 28 administrative tribunals have been created including the Administrative Court - Vidin. Following a national competition with decision № 49 of 28.11.2006 and decision № 51 of 29.11.2006 the Supreme Judicial Council of judges appointed Bilyana Pantaleeva, Nelly Doncheva, Nikolai Vitkov, Antonia Genadieva, Rositsa Slavcheva and Boris Borisov in Administrative Court - Vidin. With decision № 54 of 20.12.2006 of the Supreme Judicial Court Judge Nelly Doncheva was appointed administrative manager - President of the Administrative Court - Vidin. She entered into office on 3 January 2007. The other judges, according to the decision of the Supreme Judicial Council entered office on 15 February 2007.

According to 4 paragraph 3 of the Transitional and Final Provisions of the Administrative Procedure Act, the administrative courts, including Administrative Court – Vidin, form cases since 01.03.2007. Administrative courts perform judicial supervision for the proper and uniform application of law in the administrative justice. Administrative Court - Vidin and other administrative courts consider:

Protests and complaints against administrative acts issued by the administration - Heads of departments, the governor, mayors of municipalities, acts of special administrative authorities, including refusal to grant a request from an interested person.

Complaints and protests against unreasonable acts and lack thereof of the administration and illegal enforcement of implementation.

Claims for damages from unlawful acts, actions and lack thereof of administrative bodies and officials.

Claims for damages from enforcement of implementation.

Claims for verification of administrative acts.

Claims for annulment or vitiation of agreements concluded in the presence of administrative authority.

Complaints and protests against the regulations issued by the municipal councils in the territory of Vidin.
